Payroll Outsourcing Service

Monthly payroll, WPS compliance, and everything between.

Payroll runs on a monthly cycle that does not pause. WPS deadlines do not move. SIF errors compound. ClearPass runs payroll as a centralised specialist practice across UAE Labour Law, WPS regulations and free-zone variations, with one named account manager holding your file from monthly cycle to year-end and beyond. The detail below sets out what is in scope, the regulatory frameworks we operate within, and how the engagement actually runs day to day.

What We Cover

The full monthly payroll cycle, reconciled before submission.

Payroll is a monthly cycle that does not pause. We process salaries, generate the SIF file, submit to your bank for WPS distribution, generate payslips in PDF and digital formats, track leave balances, calculate gratuity entitlements under UAE Labour Law, and process final settlements. Every step reconciled before submission. Every cycle audit-ready.

Most clients use ClearPass for the full payroll cycle. Some use us only for specific components such as SIF generation, leave administration, or gratuity calculations on a final settlement. The per-employee-per-month pricing fits both models.

  • WPS-compliant SIF generation and bank submission, on cycle every month
  • Monthly salary processing with full reconciliation before submission
  • Payslip generation & distribution in PDF and digital formats
  • Leave administration across annual, sick and unpaid balances
  • Leave encashment calculations integrated with payroll
  • EOSB & gratuity calculated under UAE Federal Decree-Law No. 33 of 2021
  • Final settlements coordinated with visa cancellation
  • Monthly reporting and audit-ready documentation

Regulatory Frameworks

Six compliance areas we operate within. Tracked centrally, applied per client.

Payroll compliance in the UAE is layered. Federal labour law sets the foundation. WPS rules govern the monthly mechanics. Free zones add their own variations. We track every change centrally so your payroll runs to the current rules, not the rules as they were when you signed up.

01

UAE Labour Law

Federal Decree-Law No. 33 of 2021. Sets the foundational rules for private-sector employment: salaries, leave, notice periods, end-of-service benefits and termination procedures. Updated significantly in 2021, with ongoing ministerial resolutions adding operational detail.

02

Wage Protection System

MOHRE-regulated electronic salary payment system. All private-sector employers must submit monthly payroll via WPS. Missing or incorrect submissions create immediate compliance exposure, fines, and freezes on new visa applications.

03

Central Bank WPS Standards

The technical specifications for SIF file formats and bank-side processing originate with the UAE Central Bank. We work to those standards directly so files clear on first submission, not after corrections and resubmissions.

04

PDPL

Federal Decree-Law No. 45 of 2021 covers the handling of personal data, including employee records and payroll information. We operate under PDPL-aligned data governance throughout the engagement, with controlled access and audit logging.

05

MOHRE Ministerial Resolutions

Specific resolutions covering probation periods, working hours, overtime calculations, public holidays and other operational rules that sit underneath UAE Labour Law. Updated frequently. Tracked centrally on your behalf.

06

DIFC & ADGM Employment Laws

DIFC Law No. 4 of 2021 and the ADGM Employment Regulations 2019 govern employees of free-zone entities in those financial centres. Separate from federal law, with their own EOSB calculations and notice rules.

Operating Principle

A payroll cycle is a one-way door. Once the SIF file submits, salaries hit employee accounts within hours, and corrections become twice as expensive. We reconcile every line before the door swings.

Business Coverage

Built for any business shape UAE companies operate.

The model and the per-employee pricing scale both ways. We handle SMEs with their first hires, mid-market businesses running fifty to two hundred staff, and enterprise groups with multiple entities under separate trade licences.

Coverage All Tiers

SMEs and first-time employers

Just hired your first employee? We set up the payroll from scratch. Bank registration coordination, salary structure design, WPS configuration, employee onboarding documentation. The setup work that would take an in-house finance team several weeks is done in days, and the per-employee-per-month pricing means you pay only for what you use as the team grows.

Established mid-market businesses

Fifty to two hundred employees, multiple departments, variable compensation structures, often with bonuses tied to KPIs or commercial cycles. We run the monthly payroll, manage leave and gratuity tracking centrally, and produce the reports your finance and audit teams need without having to ask. Coordinated changes such as salary increases, role changes and terminations flow through the same workflow.

Enterprise groups with multiple entities

Several trade licences, often across multiple emirates, sometimes spanning DIFC or ADGM. Coordinated payrolls running on the same monthly cycle, with consolidated reporting at the group level. We handle the entity-by-entity WPS submissions, the inter-entity transfers, and the multi-currency settlements where they apply, all from one named account manager who knows your group structure.

How the Engagement Runs

Process, pricing and reporting, spelled out before signing.

Every ClearPass engagement starts with a written engagement letter setting out scope, pricing, expected turnaround times, and the responsibilities split between your team and ours. No surprises after invoicing.

Process

After the initial consultation, we issue a written engagement letter setting out scope, per-employee-per-month pricing, the payroll cycle calendar (when we need inputs from you, when we run salary calculations, when we submit WPS), and the responsibilities split between your team and ours. Going live typically takes two to four weeks from the point we have your employee master data, salary structures and bank details. The first month often runs in parallel with your existing setup for verification, then we go live on the second cycle.

Pricing

Per-employee-per-month for ongoing payroll services, with volume discounts above defined thresholds. One-off charges for setup work, final settlements and other discrete services are itemised separately. No mark-ups on government or banking disbursement fees. Volume thresholds and discount schedules are written into the engagement letter at the outset so you can model the cost of a growing workforce in advance.

Reporting and visibility

Each client account has a real-time view of every visa file with status flags, document checklists, and the upcoming renewal calendar. An AI-enabled approach improves document handling, workflow tracking, renewal reminders, and process visibility. So a labour card expiring in six weeks surfaces on a dashboard, not in a panicked email."
